Interesting. Held up for a year for issues outside their control. Contractual maybe or sample clearance?

Maybe they were on a three album deal with Warp and are/were negotiating a better deal with them or someone else.

Maybe Warp weren't happy with their new direction.

Maybe BoC weren't happy with the finished material.

I guess all the above is within the band's control, and chances are we'll never find out until it's released and they do a few interviews.

I'd like to know as well

We already have the new Plaid album confirmed this year, hopefully some new Aphex Twin as well; BOC is the main anticipation for me though.
