Just to be clear, the original speech (which can be heard on BoC Maxima, unaltered - at least the 'Boards of Canada' bit) was originally taken from an adult video VHS cassette (probably a Rodox video production). BoC added in the music.

"CA" is used in sports events to denote Canada on scoreboards and there also exists the ".ca" suffix to Canadian domains.

And Joyrex, the guy states "Boards of Canada" in the rant. He doesn't quote the BOC Maxima version. So he was, indeed, referring to the BOC boys.
