I find flacs can be tricky bugger, don't give them any slack or they will rip you off.

install foobar
download this and dump lame.exe in foobar's install dir
dump flacs into a playlist
select all -> right click -> convert
change the output format/quality to whatever you want
distination: specify your music dir. enter this in the 'convert each track to an individual file' bit: $left($stripprefix(%artist%),1)\%album artist%\$year(%date%) - %album%\$if(%discnumber%,%discnumber%-)$if(%tracknumber%,%tracknumber%). %title%
save that and right click -> convert to use it

dbpoweramp for PC
XLD for Mac
I use dbpoweramp on windows. it's fantastic and is one of the few programs I've ever paid for.
