Yep the poles (esp high northern latitudes as this will heat faster on account of much more land surface) are expected to warm faster than lower latitudes (this tends to be what happened in the geological past anyway). As I get it, a lower temp gradient between poles and equator fucks with the jet stream and makes it more wonky, which actually makes short blasts of cold polar air in mid-latitudes more common

 

 

that, conspiring with the lake effect, could make sudden snow dumpings more common on the leeward sides of all the Great Lakes. Actually that could happen for two reasons - first as above, but also if generally warmer temperatures delay the freezeup of the lakes. This would expand the time window for the lake effect to come into play
