That whistly thing is definitely off-key in one or two sections of the track. Other than that it sounds good in an old school 'Wagon Christ Throbbing Pouch' style. I'd say a sinewave bassline would have made a nice addition. The overall vibe felt reasonable enough but didn't blow me away. To me its needs a few more layers; a 70s sounding guitar sample, bassline and some deep jazzy chords spring to mind. I do like that whistly sound that was nice though.
