Windows 8

I think Apple's always priced OS X that way as a 'thank you' to their users for their support, and the fact they really don't make much money off OS X since it comes with all new Macs anyways. Hardware manufacturers for Windows machines have to buy licenses for pre-installing Windows on their machines, so Microsoft is making money off them as well as the consumer, since the hardware manufacturer is marking up the hardware to account for their license costs for Windows.

LOL

Apple also sell their new operating systems at low prices

Apple always has... I don't think they've ever charged more than 130USD for OS X, and recently, I don't think more than 70USD.

well, a company that only commands about avg. 8-10% of the market for operating systems (compared to Microsoft's avg 80%) i don't think they could demand more and still get it. people just don't want it on their desktops or laptops.

Really? If anything, I would think the opposite - since Apple has a rabid fanbase, they could literally write their own pricetag on how much they charge for their OS (they certainly have no qualms doing this on their hardware). they obviously want everyone to use the latest OS & hardware, get rid of legacy ballast, so they and devs can use the latest APIs & Cocoa features etc. I can't think of a good reason for not giving it away for free actually. Anecdotally, just few of the people I know have upgraded to 10.7 since it came out..

I wonder if that had to do with Lion being the first OS X not available on store shelves...

hm probably more with them not wanting to break anything, not seeing any advantage of updating, not knowing or caring.. it's mostly artist persons, they don't give an OS update the priority in their life it would deserve!
