I can see that the stores that are just handing them out either don't understand what it's for or they don't give a shit. There's no digital content to be unlocked. They wouldn't give out the numbers 1 - 5000 as codes to unlock digital content. Anyone could just pick a random number in that range and unlock someone else's content if they were first.
