He's accusing Obama of threatening BP to put up the money for the recovery fund, as if that was illegal on the President's part to do so. A 'shakedown' is literally where you would turn someone's pockets inside out and shake them (or like in cartoons where they held the person upside down by their ankles) and shook them, thus relieving them of any money they had on their person.
