I miss 2142 so much... my fucking internet is controlled by my apartment complex and they have some kind of port blocking bullshit to try to block p2p, but this also keeps me from playing any EA games online, getting on vent and xfire too. After a bit of sweet talking he managed to get his school to allow Steam to get connection on their network. Just ask the people in charge and they should be able to help you.
