PC question

the default windows 7 multi-monitor setup is horizontal - i.e. drag a window off the left/right-hand side and it appears on the other monitor.

does anyone know of a 3rd party app that would enable a vertical setup instead?

i.e drag a window off the top of one display and make it appear at the bottom of the other.

If you have ATI you could try Catalyst Control Center (CCC) or if you have Nvida, Nvida's Control panel.
