After searching for a term, once the user finds a specific site they are satisfied they then confirm it.

A person searching for a term that has already been "voted" good is then shown the suggestion.

what you're talking about is a peer-reviewed search engine. considering the amount of googlebombing and gaming the system /b/ et al do at present, that would be a very bad idea indeed.

if you're logged in your google account while doing a search, google gives you the option to comment, promote or remove results. i don't know if the ranking algorithm takes into account this kind of user feedback, but knowing them it is likely that it does.

I absolutely agree about spamming that could come into conflict, however if you take a look at slashdots moderation system, you'll find such a filtration system is possible in the "real-world".

google's search engine is one of the most complex pieces of software out there today. you can bet pretty much everything they could do to make it better is being worked on. in terms of asking individual users how they liked a site, they go much further! they judge a page's relevance and usefulness based on how many other websites link to it, how much its talked about, how many people revisit after visiting, how many people visit it from their search.... the list goes on. google knows a lot more about you (perhaps, anonymously) than you think. ever wonder why the auto complete, while sometimes ridiculous, is often times bizarrely accurate? if you've used any other search engine with any sort of regularity, it should be pretty clear how incredible google is.

google tracks every link you click on the results page. they know which site you picked, and how long you waited to make another search or click another result. combined with other data from google ads, analytics, etc, they have a pretty good idea whether you found a site useful or not.
