I haven't heard the term CBR before, but after briefly looking it up, I assume it means constant bitrate, as opposed to VBR. So I assume you're trying to convert into mp3. CBR is a huge waste of space, IMO. And foobar can encode anything, it's just up to the encoder that it uses. In this case LAME would work well.
