Sorry, I've got nothing in the way of practical advice, but the very best of luck with moving (if it happens)

Cheap living. No sales tax. Your gasoline is pumped for you. Close drive to the beach, sand dunes, rainforests, mountains, rolling wine valleys, columbia gorge, waterfalls, volcanoes, and 24hr muchas gracias drive-thru.

I'm going there in September on the way to Seattle.

I have no recommendations though as I haven't been there.

Yet.

Enjoy though.

anyone asking about portland shouldn't move there

I say that with zero experience of the place but it doesn't seem like somewhere you move if you're the kind of person who second guesses things or is analytical in any way

and i mean that in the most insulting way possible toward portland (despite, again, never actually going there, but from what I've gleaned over time)

Irrationality is sometimes entertaining.

everybody is white in Portland

Two years ago, I went there with a couple friends of mine that are half asian. They said while in San Francisco, they're white, but in Portland, they're Korean.
