Well yes and this is really the more benign end of this type of shit in the Nordics from that time. If you want to ruin your day check out the eugenics and racial hygiene programs in the Nordics in the 20th century.

The Nordics as in the Nordic countries: Sweden, Finland, Norway, Denmark and Iceland (and on occasion Estonia and Greenland). A fairly common term at least in Finland because Scandinavia proper wouldn't include Finland or Iceland or possibly Denmark.
