The American public just isn't smart enough to have a nuanced conversation about fucking anything, no matter where they are on the political spectrum. Some people asked for it, it was sold by a lot of politicians (definite pandering to a majority of white voters) and there was a lot of terrible thinking around drugs and addiction at the time.
